The industry lobby group, the Canadian Nuclear Association, has said the 15 per cent refundable tax credit is a recognition by Ottawa that nuclear power is a fundamental and necessary component of Canadas low carbon energy system.

Susan ODonnell, a professor and a member of the Coalition for Responsible Energy Development in New Brunswick, said Prime Minister Justin Trudeau and his cabinet are getting bad advice about nuclear energy.

April 25, 2023 (KHARTOUM) UN special envoy to Sudan sounded an alarm bell of the negative impact of the fighting in Khartoum on the rest of the country, citing the resumption of tribal clashes in West Darfur as one area of concern.

Volker Perthes, on Tuesday, briefed the 15-member council for the second time about the situation in Sudan after the eruption of war in Khartoum between the national army and the Rapid Support Forces on April 15.

Perthes reviewed the security situation in Sudan and said that the Darfur region is the most affected by the hostilities in Khartoum pointing to North, South and West Darfur states.

He said a ceasefire brokered by the state authorities ended tribal fighting in North Darfur, while initiatives partially stopped the fighting in some localities of South Darfur but continued in the state capital Nyala.

Perthes underscored that the fighting between the national army and the paramilitary forces which originate from Darfur resumed in El Geneina near the Chadian border on Tuesday with increased involvement of tribal components.

He went further to speak about reports of mobilization by some tribes and some armed groups stressing that this escalation could draw in Sudans neighbouring countries.

Holiday letting cap should be 60 days, across the Byron Shire, says IPC "IndyWatch Feed Northcoast"

The long-awaited report by NSW Independent Planning Commission (IPC) into Byron Shire Councils planning proposal around holiday letting has been released, with commissioners recommending a 60-day cap on non-hosted holiday letting across the Byron Shire, instead of Councils 90-day proposal.

And Councils proposed precinct model, which would allow non-hosted Short-Term Rental Accommodation (STRA) all year round, was unsupported, and could be scrapped if the new NSW Labor government adopts the findings.

Then Planning Minister, Anthony Roberts (Liberal), requested the IPC intervene with Councils plans the day before they were unanimously adopted by councillors on December 14, 2022.

Advice from Roberts was sought on Short Term Rental Accommodation (STRA) and related housing and rental affordability and availability issues in the Byron Shire local government area (Byron Shire).

Residential V non-hosted STRA

Extensive community consultation followed.

The report reads, As required, the report focuses on planning considerations that are relevant to the tension between using residential properties for non-hosted STRA and ensuring the availability and affordability of long-term rental housing in the Byron Shire.

The housing market and housing pressures are different in Byron Shire than in other Australian locations, and the social impact of non-hosted STRA is more significant.

The cost of purchased and rental housing has increased significantly, outpacing growth in regional NSW and Sydney and dwarfing average gains in household income.

Rental properties are not affordable for lower income households, with half the Byron Shire renters experiencing rental stress.

On the supply side, new housing stock and land releases planned under a suite of existing local and state-level housing policies have not proceeded at a rate that matches demand and community need.

According to the NSW Department of Planning and Environment, 8.5 per cent of Byron Shire housing stock (approximately 1,300 properties) is currently registered for use as non-hosted STRA. This exceeds that of other urban and coastal NSW locations, even acknowledging the pre-existing use of housing in the area for holiday homes.

Are we finally getting ratios for nurses and midwives? "IndyWatch Feed Northcoast"

The NSW Nurses and Midwives Association (NSWNMA) has welcomed an announcement by the NSW government that there will be a Safe Staffing Working Group an historic step towards implementing nurse-to-patient ratios in NSW public hospitals.

The working group will see NSWNMA representatives working alongside NSW Health officials to plan the rollout of a shift by shift staffing model for nurses and midwives, starting with Emergency Departments.

Significant reforms

NSWNMA General Secretary, Shaye Candish, said this announcement from NSW Premier Chris Minns and NSW Health Minister Ryan Park will pave the way for the significant reforms urgently needed to repair the broken staffing system. We welcome the opportunity to work collaboratively with the NSW government to undertake this important reform.

This working group will lay the groundwork for the ratios weve campaigned for over many years. Were eager to work through the staffing requirements and how this phased approach will be implemented.

The introduction of ratios will bring a level of transparency to staffing levels for each shift so nurses and midwives can turn up to work confident there will be enough staff in the relevant wards.

Reaching a turning point

Ms Candish said nurses and midwives have been calling for urgent action for far too long. Finally weve reached a turning point now with a state government that is listening to our members and taking vital steps that will actually deliver for nurses, midwives and patients.

NSWNMA Assistant General Secretary, Michael Whaites, said the commitment made by the NSW government is a critical reform needed for the workforce. This announcement today is very encouraging as it shows the NSW government is genuinely committed to reform by implementing their safe staffing policy.

A successful roll-out

Were looking forward to working through the detail with the NSW government to ensure the roll out is a success.

Mr Whaites said its important that the process of implementing ratios is done in a way that works for both members and patients.

This brings the hope we know is needed to ensure nurses and midwives stay in the workforce and will also assist in recruiting more staff into the system.

Shearwaters lost in the big city lights "IndyWatch Feed Northcoast"

More than 20 Shearwaters are holidaying on the Gold Coast after being seduced by the bright light. Photo supplied.

The Currumbin Wildlife Hospital has reported they have more than 20 Shearwater birds in care after being disorientated on their annual northern migration along the East coast of Australia.

It appears that the bright lights of the Gold Coast city skyline have confused the young native birds who are now recuperating at the facility foruntil theyre well enough to be released back into the wild.

It is hoped they will continue their migration towards Papua New Guinea and the Philippines.

Senior Vet at the Currumbin Wildlife Hospital, Dr Michael Pyne, said its understood these birds use the stars to somewhat guide them on their migration up from the Southern states. Every year the bright night lights of the Gold Coast cause the same problems for them, and we see an influx into the hospital.

Dr Pyne said the majority of the birds just needed some time to rest and recover but are otherwise in good health.

Marine Rescue NSW say that volunteers across the state from the Tweed to Eden and on the inland waterways of the Alpine Lakes and at Moama were involved in a record number of rescues during the the 2022/23 boating season.

Marine Rescue recorded 3,263 rescue missions from October 1, 2022 to ANZAC Day this year.

This seasons figure was an increase of 1.3 per cent on the previous record set during the first year of the COVID-19 pandemic in 2020/21 while emergency missions increased by 7 per cent to 897.

PropTrack released its latest rental report this morning, showing capital city vacancy rates falling to new record lows in Q1 2023. 

On the other hand, regional vacancies have now begun to lift a little as the new supply hits the market, and as more workers head back to their city-based places of employment. 

In fact, if you follow my Twitter feed, you'll have see SQM Research's data showing rental vacancies lifting in Hobart, Sunshine Coast, Gold Coast, Blue Mountains, Mornington etc.


Nationally, advertised rents across accelerated, with house rents up 6 per cent over the quarter, and with unit rents up 4.3 per cent. 


Looking ahead, regional rental markets may continue to ease a little, due to a combination of new housing supply and internal migration back to the cities.

I live in Sydney its Australias largest city and it has absolutely gorgeous kelp forests, Vergs, a professor of marine ecology at the University of New South Wales (UNSW) in Sydney, tells Mongabay. But people in Sydney know more about the Great Barrier Reef than they know about their local kelp forests. Vergs says theres also a lack of understanding about what kelp does and the value it holds, even though kelp forests play an important ecological role, acting as the biological engine of temperate reefs. A new paper published in Nature Communications, co-authored by Vergs, aims to fill some of these knowledge gaps by identifying the economic value of marine kelp forests. It suggests that kelp forests across the world provide three main ecosystem services worth billions of dollars annually: the boosting of fisheries production; the removal of excessive nutrients like nitrogen and phosphorus from the water; and the sequestration of carbon dioxide. Ukraines NATO membership unacceptable Slovak parliamentarian "IndyWatch Feed Nsw"

A prominent Slovakian politician recently stated that the Atlantic military alliance must stop raising false hopes in Ukraine about NATO membership in the future. The parliamentarians words reinforce what had already been said for a long time about the infeasibility of accepting the entry of a country under military conflict into the western coalition. It remains to be seen whether NATO leaders will actually observe the Slovak request.

The statement was made by the speaker of the Slovak parliament, Boris Kollar. He warned that the alliance should make clear the impossibility of a Ukrainian membership, given that Kiev is currently in a military conflict. Kollar said that welcoming Ukraine into the alliance would be unacceptable for most member countries. He also stated that he considers the absence of a definitive answer on the topic to be irresponsible, as this would generate false hopes in the candidate country.

A country in the midst of a military conflict cannot possibly join NATO. It is unacceptable. I think it would never be ratified by the member states. It is very irresponsible to raise false hopes about it, Kollar said during an interview to a Slovak news channel.

During a European interparliamentary conference in Prague, Kollar also warned about the risks of war and unprecedented violence in Europe, since the entry of Ukraine would lead to the alliance immediately triggering the collective defense clause, creating a scenario of world conflict. Therefore, Kollar stated that the matter should not be considered appropriate for now, but that there would be no objections if peace was achieved in Ukraine.

Kollars words come as a response to a recent statement by NATO Secretary General Jens Stoltenberg, in which the leader stated that Kiev would be part of the Euro-Atlantic family and that all member states had agreed that Ukraine will become a NATO member. The pronouncement seems untrue and somewhat hypocritical, since, despite not ruling out Kiev, the alliance has avoided moving forward with the membership process, delaying as much as possible the discussions around the issue. However, there are a number of reasons why Stoltenberg and other alliance leaders are continuing to hold these false hopes for Kiev.

Indeed, the possibility of admission to NATO is a central factor in keeping the Ukrainian war machine active. He advocates a wider use of cholesterol-lowering statin medications than I do, and he started to cite the literature about why I should be taking more cholesterol-lowering medicine than I already was. I asked him if he had read the studies underlying that literature, and of course he had. I then asked him if he understood that the endpoint of many of those studies wasnt really appropriate to determine the benefit of statins, and he acknowledged there was some debate about that. Finally, I asked if he was aware that when peer-reviewed articles are published in medical journalseven the most reputable medical journalsthe peer reviewers dont have access to the actual data from the clinical trials being reviewed. And he answered, somewhat meekly, that yes, he was aware of that.

In other words, he was aware that his recommendation that I increase my use of statin drugs was based entirely on incompletely vetted commercially-sponsored and largely commercially-influenced medical journal articles. This gets to the heart of the problem of the commercial takeover of the medical knowledge that doctors believe in and implement.

. . . Prior to leaving office in 1961, President Eisenhower famously warned the nation about what he called the military-industrial complex. I suggest that we now have a medical-industrial complex that is sucking Americas wealth away from the other things that will make us healthier and create better lives for the American people.

Ask yourself, what ought to be the primary goal of American health care? To my mind it is this: to maintain and improve individual and population health most effectively and efficiently. And if that is correct, there are two critical questions we all need to ask: (1) Why are we failing so miserably to achieve this goal? and (2) Why are doctors and other health care professionals willing to go along with this dysfunctional system?

Coinbase Files Lawsuit Against SEC Seeking Regulatory Clarity "IndyWatch Feed Nsw"

The cryptocurrency firm is seeking a response to its July 2022 petition asking the SEC for formal guidance for the industry.

Cryptocurrency exchange Coinbase has filed a legal action to ask the US Securities and Exchange Commission (SEC) to clarify regulations for the crypto industry. The filing follows a July 2022 petition from Coinbase asking the SEC to use formal rulemaking to provide guidance for the crypto sector. Coinbase claims that the SEC has not yet responded to its petition, so it has filed the legal challenge to compel the SEC to respond either positively or negatively to its request.

The Administrative Procedure Act requires the SEC to respond to Coinbases rulemaking petition within a reasonable time. If the SEC decides not to respond, Coinbase will have the right to challenge that decision in court. Coinbase does not seek to dictate the SECs response, only to require that the agency responds at all, according to a statement released by the company.

Coinbase and other crypto firms are facing potential regulatory enforcement actions from the SEC, even though the agency has not stated its position on the application of the law to the crypto sector. Coinbase asserts that regulatory clarity is long overdue for the industry, and that new rules would be a critical step to giving the public notice about what activities they can and cannot engage in.

Coinbase said it recognizes that clear rules are needed for the industry and has asked for rules to be developed. The exchanges decision to challenge the SEC is an attempt to compel basic rulemaking, according to the firm. Coinbase added that it will continue to take every step available to seek regulatory clarity until the industry gets that clarity.

Chief Legal Officer at Coinbase Paul Grewal said in a statement on Twitter that The crypto industry, and its users need clear laws and rules to follow that are built for a new technology. Enforcement actions based in inapplicable securities law arent the answer.
