Kaum verknde ich das Ende der Denkmalschutz-Debatte, kommen hier Leserbriefe von Denkmalschutz-Mitarbeitern rein. Na gut. Ausnahmsweise:

Ich arbeite selber in der Berliner Verwaltung in einer Denkmalschutzbehrde und bin hufig mit solchen Fllen konfrontiert. Nach dem Berliner Denkmalschutzgesetz sind Werbeanlagen und sowieso alle Manahmen an einem in die Liste eingetragenen Baudenkmal, Denkmalbereich oder Gartendenkmal denkmalrechtlich genehmigungspflichtig.

Es gibt zudem einen ganzen Paragraphen ber den Umgebungsschutz eines Denkmals. Darin heit es, dass die unmittelbarer Umgebung eines Denkmals, soweit fr Erscheinungsbild von prgender Bedeutung, durch Manahmen nicht so verndert werden darf, dass Eigenart oder Erscheinungsbild des Denkmal gestrt werden.

Wie weit der Umgebungsschutz reicht, ist je nach Manahme und Denkmal unterschiedlich zu bewerten (ein besonders exponiertes Denkmal, wie beispielsweise eine Burg auf einem Hgel, hat einen anderen Umgebungsschutzbereich als ein Mietshaus in der Berliner Innenstadt). Es gibt hier also keine einheitlich anzuwendende Regel, daher sind Entscheidungen im Rahmen des Denkmalschutzgesetzes immer Ermessensentscheidungen. Gleiches gilt fr die Erheblichkeit der Strung des Erscheinungsbildes durch Manahmen im Umgebungsschutzbereich eines Denkmals. Auch hier wird nach Ermessen entschieden. Ermessensentscheidung im Bereich des Denkmalschutzes verlangen ein hohes Ma an Fachkenntnissen verschiedener Fachrichtungen (Kunstgeschichte, Architektur, Bauingenieurwesen, Restaurierung, Recht usw.), spezifischer Ortskenntnis und immer auch ein Abwgen mehrerer Mglichkeiten.

Grundstzlich kann man sagen, dass bei einem Neuanstrich eines Nachbargebudes eines Denkmals oder bei einem Neubau neben einem Denkmal immer zurckhaltende Farben genehmigt werden, die das Denkmal nicht dominieren, aus der Ortstypik rausfallen oder in der Materialitt so schlecht sind, dass die Nachbarschaft eines Denkmals nach ein paar Jahren vernachlssigt oder gammlig aussieht. Die Bauwerke und Anlagen in der Umgebung eines Denkmals haben sich grundstzlich immer an der Qualitt des Denkmals zu messen, ohne sich stilistisch anzubiedern aber auch ohne das Denkmal in seiner Wirkung zu stren oder krass hervorzustechen. Bei solchen Fllen werden brigens auch immer die Stadtplaner der Bezirke mithinzugezogen. Auch die prfen, ob die Manahmen sich in die Eigenart der nheren Umgebung einfgen.

Dem Eigentmer war dem Tagesspiegelartikel zufolge ja bewusst, auf was er sich einlsst und der Deal mit dem Bauamt klingt mehr als freundlich: er muss nur sehen, dass seine Fassade weiterhin ordentlich aussieht. In anderen Berliner Bezirken wre die Fassade sicherlich lngst schon wieder monochrom gestrichen

Jetzt weit du vielleicht etwas mehr darber, warum ausnahmsweise mal nicht irgendein CDU-Fuzzi schuld war.

Solche Flle nerven mich brigens in der Praxis sehr, weil sie mich davon...

Albanese Government must bring Australians in Syria home "IndyWatch Feed National"

The Human Rights Law Centre is calling on the Albanese Government to repatriate all Australian nationals still held in detention camps in Syria, after Save The Children recently warned it would be forced to commence legal action if the Government failed to act.

Many Australians have remained trapped in the camps for four years, away from their homes and relatives in Australia, despite other countries taking steps to repatriate their nationals from Syria.  

The United Nations has reported that young boys in the camps are at risk of being removed from their families and placed in mens or adult prisons, as 17-year-old Yusuf Zahab was before he died in a Syrian camp. Before his death, he and his family had begged the Australian Government to bring him home.     

All Australian nationals have the right to return to Australia. The rights and protections of citizenship cannot depend on the whims of governments. The Albanese Governments failure to act earlier has cost lives and put other lives at risk. 

Save the Children are preparing to launch a legal challenge if the Albanese Government does not act immediately to bring the remaining Australians home.

Josephine Langbien, Senior Lawyer at the Human Rights Law Centre, said:   

The Australians trapped in Syrian camps have been held for four years in dire conditions while others around them were repatriated. They have a right to come home, and they should not have to resort to litigation to force their own government to bring them back. 

The Albanese Government must take responsibility for the safety of its citizens and ensure that no more lives are lost. All of these people, children and adults alike, deserve a future. They must be brought home to their families and communities in Australia.

Supreme Court case takes on repressive NSW undemocratic anti-protest law "IndyWatch Feed National"

A case has just been heard before the NSW Supreme Court has drawn attention to the outrageous new anti-protest laws in this state.  Put through as amendments to the Crimes Act and passed through parliament last April, they empower government ministers to order the forceful remove people from a road or facility, including a railway station. The penalty for breeching such an order can be imprisonment. This is a law designed to silence critics of the governments policies and actions through intimidation.

Not everyone enjoys the money and connection to be heard through the political establishment and equal access to media. Their voice is in the streets, and taking away this voice is to silence them.

Till now, the focus has been on protectors of the environment. It wont stop here though. Politicians are quick to get a taste for their newfound authority.

The first person to be imprisoned for this law was Deanna Violet Coco. She was sentenced to 15 months for a protest on Sydney Harbour Bridge in 2022. She was lucky. Her appeal proved that the police had lied about her blocking an ambulance and their testimony was no longer reliable. There was no other course but to quash the sentence. The police later admitted the lie.

Two members of the environmentalist group the Knitting Nannas, Kvelde and Dominique Jacobs, were in the court. They were supported by the NSW Environmental Defenders Office., which argued that the amendment to the Crimes Act is unconstitutional, because it infringes on freedom of political expression.

Federal Labor are refusing to comment on claims by former South Australian Senator, Rex Patrick, that Madeleine Kings Energy Department is refusing to release details around briefings and an options paper regarding a domestic gas reservation policy.

A landmark Covid-19 vaccine injury class action lawsuit has been filed against the Australian government and the medicines regulator. The nation-wide suit, which reportedly has 500 members including three named applicants, seeks redress for those allegedly left injured or bereaved by the Covid-19 vaccines. One of the applicants who suffered a severe heart condition after getting the Pfizer jab is even claiming there was 'cover-up' during the vaccine rollout which hid the potential risks. The federal government, the Therapeutic Goods Administration (TGA) and the Department of Health - in addition to a number of senior public servants - are all named as parties to the class action, which was filed in the New South Wales Federal Court. The named parties are accused of negligence in their approval and monitoring of Covid-19 vaccines, breach of statutory duty and misfeasance in public office. Instructing solicitor Natalie Strijland, of Brisbane law firm NR Barbi, said the action would argue the TGA caused considerable harm and damage by failing to regulate the COVID-19 vaccinations properly. The class action names three applicants, one of whom is 41-year old father-of-two Gareth O'Gradie. Mr O'Gradie, a teacher from Melbourne, was left with a 20-centimetre scar down his chest after developing severe pericarditis inflammation of the lining around the heart following his first Pfizer vaccination in July 2021. In February 2022 doctors performed open heart surgery to remove his the pericardial sac lining his heart.

The original coronavirus lockdowns had 'little to no' effect on pandemic death tolls in the US, UK and Europe, a controversial report suggests. Economists who carried out a meta-analysis found draconian restrictions imposed in spring 2020 including stay-at-home orders, compulsory masks and social distancing only reduced Covid mortality by 0.2 per cent. They warned that lockdowns caused 'enormous economic and social costs' and concluded they were 'ill-founded and should be rejected as a pandemic policy instrument' going forward. The review, led by a Johns Hopkins University professor, argued that border closures had virtually zero effect on Covid mortality, reducing deaths by just 0.1 per cent. There has been a growing consensus that draconian restrictions have led to a rise in non-Covid deaths, thought to be people whose conditions worsened during the pandemic when they could not access healthcare. In the latest report, the researchers admit their review does not answer 'why' lockdowns didn't achieve their ultimate goal in saving lives but they float a number of explanations. They claimed the best explanation for differing Covid death rates in countries was 'differences in population age and health' and the 'quality of the health sector. But they could not rule out 'less obvious factors, such as culture, communication, and coincidences'. Covid deaths are also skewed by the volume of testing each country carries out, which many scientists have highlighted as the driving factor behind Britain's large toll.

Its so inspiring that the Canadian military asked the public what it could change to get people to be willing to join. The obvious U.S. answer of poverty and grotesque prices for education probably wont work or at least may not be sufficient in the near term. And people would probably object to mandatory JROTC. Unfortunately, I missed the deadline to answer the survey, but I really want to help the Canadian military, so here are my answers to the questions:

Supporting our people

  • How can National Defence modernize our approach to supporting a life in service, which has both unique rewards and unique challenges?
    Shift 100% of the budget to paying reparations to victims.
  • What do prospective CAF members expect from their service?
    Moral injury, physical injury, global contempt, suicidal tendencies.
  • How can the CAF increase its attractiveness in the 21st century labour market?
    Lose the uniforms and the weapons. Murder is pass.
  • What culture change reforms are needed to ensure that the CAF is a modern military that can implement its defence policy?
    Train the entire nation in unarmed civilian defense.

 

Building organizational capacity

  • What insights might be adapted from other business sectors and the private sector writ-large to make Defence more effective and efficient?
    Other business sectors? Admitting that organized murder is a business is a bad look.
  • How can DND/CAF best learn from innovators and entrepreneurs? Defence experts?
    Replace CANSEC weapons show with a gathering of experts in actual defence of human life and the environment.
  • How often should the Defence Policy be reviewed and updated?
    Every time people catch on to its BS enough to ruin recruitment goals.
  • How can ongoing engagement be reflected in that update?
    By pretending...

US Governors Re-Election Video Has Him Shooting Mexicans "IndyWatch Feed National"

Far-right Republicans in the United States arent even bothering to hide their bigotry and racism anymore, with the news that a governor from Americas deep south has launched his re-election campaign replete with a deep fake video of him as a gunslinger from the wild west shooting Mexicans.

It comes amid heightening tensions on the southern border of the United States, which has seen more than a million undocumented immigrants cross the border in the past six months. And a few days after the video was released, a man drove his 4WD at high speed into a group of people outside an immigrant/homeless shelter in a border town in Texas. Eight people died, and another 10 were seriously injured.

Tate Reeves is the one-term governor of Mississippi, and last week he formally launched his re-election campaign, taking to Twitter with a brief video that has his face overlaid on Hollywood legend Clint Eastwood.

Asbestos concerns closes Helensburgh Mountain Bike Park "IndyWatch Feed Nsw"

THE Helensburgh Mountain Bike Park has been temporarily closed as a precautionary measure to allow for an investigation into claims that asbestos containing material has been found in a jump on a track.

As a consequence, the park has been closed since Thursday, May 4 after concerns were raised with Wollongong City Council that there may be asbestos containing material in the soil that has been used to form the jumps and potentially the surrounding tracks.

The information was provided to Council by representatives from the NSW National Parks and Wildlife Service who had confirmed the presence of asbestos containing material within a recently installed dirt jump structure on their adjoining land.

A Council spokesperson said while the land is managed by Council, this site is operated under licence by Helensburgh Off Road Cycle Club (HORCC).

Believe in social justice? Think equality of outcome is a good thing? Feel a burning desire to rail against racism and neo-Nazis? Often find yourself in deep conversations about the state of the world or lost in thought about why Marxism never really caught on, and whether or not the beard was at least partly responsible?

Well then, youre probably a lefty, and according to one leading philosopher, thats also probably because youre an intellectual. Which he possibly seems to be inferring is a bad thing? Maybe?

Introducing Roger Scruton, or more precisely Sir Roger Vernon Scruton, a prominent British conservative and philosopher who is to hair as Boris Johnson is to politics: confusing.

Scruton passed a few years ago, but not before recording a lengthy interview about why intellectuals often turn out to be leftists. And were giving it a plug today because, well, when you watch it, youll understand why. Over to Scruton.

Ever since I became a conservative, which was in May 1968 in Paris, I hadnt a very clear idea of how to articulate it. All I knew was that when I looked down in the street and saw all these rowdy students throwing stones at policemen, I just said to myself, Whatever they believe, I believe the opposite.

The rowdy students Scruton is referring to were protestors at an event since dubbed May 68. It marked several months of unrest led by students protesting, among other things, American imperialism and police brutality two things Scruton presumably believes in (as conservatives go, he certainly wouldnt be the first). It also expanded to include workers, with rolling strikes demanding better wages.

Anyway Scruton continues: I somewhat arrogantly came to the conclusion that if you start thinking about politics in an intellectual way, you are likely to be on the left. Because that provides a systematic solution, an answer to the questions which puts it all in a system and also gives you a rather dignified and self-congratulatory place in the system.

But once youve started thinking, if you think a bit harder and longer about it, youll move back to what you would have been if you had never thought at all.

So there you have it folks. From the mouth of a leading conservative, all you need to do to adopt conservative beliefs is avoid intellectualism and, most importantly, not think about stuff.

Woonona rock pool amenities block closed for three weeks for maintenance work "IndyWatch Feed Nsw"

THE amenities block at Woonona rock pool will be closed and fenced off for three weeks to allow for Wollongong City Council to undertake maintenance work.

During the works, the rock pool and external showers will remain open to swimmers and two temporary toilets will be available for community use.

The work includes:

  • Painting the buildings interior and exterior. Areas to be painted include the shower areas, doors and frames, columns, arches and handrail observation area.
  • Removing and replacing damaged and broken tiles in the toilet, shower and sink areas.
  • Replacing rusted out electrical light cage covers

A Council spokesperson said the work is due to start this week, likely tomorrow (Thursday, May 11) and is expected to take about three weeks to complete, depending on weather conditions.

While crews are on site, the amenities will be fenced off for community safety and two temporary toilets will be placed near to the existing amenities block for community use, the spokesperson said.

The rock pool and amenities external showers will remain open and available to swimmers during the works.

The budget delivered minor gains and failed on the key issues "IndyWatch Feed National"

Make no mistake, the budget delivered last night by treasurer Jim Chalmers took on the shape of a major public relations exercise. It pretended to deliver to the battler. The gives are marginal and do little to tackle the rising cost of living.

You wouldnt think so if you believe the headlines across big media. These have generally lent a hand to the narrative of a responsible giveaway budget, which has also delivered a small budget surplus.

This isnt about having a go at Labor. A coalition government wouldve been much worse. Still, theres something to be said about being honest and calling it like it is. To do otherwise, is to go along with what is wrong and shore up the facade.

So, what is the reality behind this faade? The government coffers have been filled with a growth in the tax paid by wage earners, although their share of national income remains stagnant. The rest of it has come from tax collected from the soaring prices for fossil fuel exports and the domestic cost of petrol.

The graph above shows the relative and absolute rise in household income tax in recent years.

This has provided useful wiggle room to do the minimum to escape public angst. Everyone knows that the standing of government in this country and the major parties that operate within is quite low. The smoke and mirrors approach is designed to answer this by taking our attention from the reality that most of us are becoming worse off, and that the budget does little to turn this around.

Take the housing affordability crisis. Giving a $1.12 a day increase to Commonwealth Rent Assistance to those on Centrelink payments is not even going to scratch the surface on this problem. This same group of Australian citizens gets $2.85 a day, not even enough to cover a cup of coffee, to address living well below the poverty line. This requires $50 a day more. Without the support they need, a growing proportion of Australia will continue to have to make choices between paying the rent, eating, or seeing the doctor.

MP Ben Franklin embroiled in Nationals fracas for considering plum appointment "IndyWatch Feed National"

Locally-based Nationals MLC Ben Franklin is embroiled with infighting within his own party, according to SMH (Nine) and independent publisher Crikey.

Attempts to confirm the accuracy of the SMH story with Franklin were unsuccessful, however he did make a statement on his Facebook page on Monday night.

In 2019, Franklin ran against incumbent MP Tamara Smith (Greens) for the seat of Ballina on a large pork barrelling platform of promises, yet lost.

NSW deputy premier Paul Toole was dumped by the party Monday night, just one month after he was re-elected to the role. Dubbo MP, Dugald Saunders, is his replacement.

Regarding Franklin, SMH reports, The NSW Nationals are threatening to refer one of their own members to the corruption watchdog for considering a lucrative promotion in the new parliament despite senior party figures proposing another of their own MPs for the same job.

The report claims Franklin sparked fury in his party room for considering the plum job of upper house president, despite another Nationals MP, Wes Fang, also considering the job.  

Upper house presidential perks include a driver, staff and a salary on par with a government minister.

SMH says Franklin is a close friend to Minns, and is also the godfather to one of Minnss sons.

The Agricultural Bank of China, one of the countrys largest commercial lenders, has scaled up support for the manufacturing sector. As of the end of March, the banks outstanding loans to the manufacturing sector exceeded 2.69 trillion yuan ($388.42 billion), according to the bank. Newly-added loans to the manufacturing industry stood at over 390 billion yuan at the end of the first quarter (Q1), data from the lender showed. As of the end of Q1, loans issued to emerging industries of strategic importance increased more than 430 billion yuan. Meanwhile, outstanding loans to specialized and innovative firms topped 200 billion yuan for the first time. The lender has also ratcheted up support for low-carbon development, with its green loans reaching over 3 trillion yuan by the end of March.

Ihre Vermgenswerte in der EU sollen eingefroren werden. Mindestens vier der sieben Unternehmen sind bereits in den Vereinigten Staaten mit Sanktionen belegt worden.[1] Dazu gehren 3HC Semiconductors und King-Pai Technology aus Shenzhen. Whrend King-Pai Technology beschuldigt wird, Bauteile nach Russland zu liefern, die genutzt werden knnen, um elektronische Steuerungssysteme fr Lenkwaffen zu produzieren, wirft die EU 3HC Semiconductors vor, US-Produkte zu beschaffen, die nicht nach Russland exportiert werden drfen, und sie an russische Unternehmen weiterzuverkaufen. Faktisch geht es einerseits um einen Beitrag der EU zum Versuch des Westens, den technologischen Aufstieg der Volksrepublik zu bremsen. Andererseits sollen damit Unternehmen aus der EU von weiteren Aktivitten in China abgehalten werden (german-foreign-policy.com berichtete [2]). Von der Leyen trug ihren Vorsto kurze Zeit nach ihrem Besuch in den USA vor, bei dem sie unter anderem von US-Prsident Joe Biden im Weien Haus empfangen worden war. High Court to hear appeal of an Iranian person seeking asylum detained for nearly a decade "IndyWatch Feed National"

The High Court is set to hear an appeal brought by an Iranian man who has been detained for nearly a decade while seeking asylum. The appeal will determine for the first time whether the Federal Court has the power to direct that a person be detained at a location in the community, rather than a detention centre.

The man bringing the appeal, who goes by the name Ned Kelly Emeralds, is represented by the Human Rights Law Centre. Ned arrived in Australia by boat from Iran in 2013 and has been detained since that time.

For two decades, the offshore detention policies of Australian governments have cruelly and arbitrarily discriminated against people seeking safety based on how they arrived. A maze of discriminatory laws enacted by successive governments has meant that people who arrived at the same time as Ned were either transferred to Regional Processing Countries, granted temporary protection visas or held in detention while their status was resolved.

The appeal will have important implications for hundreds of people in indefinite immigration detention. The average time spent by people in immigration detention has reached record levels, at 780 days. More than one hundred people have been in immigration detention for over five years.

The appeal also comes after the Albanese Government recently extended permanent protection to 19,000 people who arrived in Australia by sea before 2014.

The Human Rights Law Centre calls on the Albanese Government to recognise that all people have a right to permanent protection.

Ned Kelly Emeralds, who is preparing for his appeal to be heard, said: I have been kept in a cage and denied any possibility of release for nearly ten years. I hope that my case shows the powers that Ministers have over peoples lives if the Minister wants it, you can be locked up for a decade, sent to Nauru or given a permanent visa. But everyone deserves an equal chance to make a life in freedom.

Farhad Bandesh, an activist and artist who was detained on Manus Island, said: We fled our countries to find freedom and safety. Instead, Australian governments have built prison camps to torture us, keep us away from the Australian people and spread fear about us. It is time for this government to acknowledge our suffering and treat us with equality, dignity and respect. We are all human beings.

Aran Mylvaganam of the Tamil Refugee Council said: This case perfectly illustrates the arbitrariness and cruelty of Australias offshore detention regime people on the same boat could end up divided between Nauru or Manus, living in Australia or being locked in detention for a decade. Everyone deserves a single solution a permanent home in Australia.

"On July 15, 2022, Deputy Secretary of Defense Kathleen Hicks, in coordination with the Director of National Intelligence [DNI], amended her original direction to the Under Secretary of Defense for Intelligence and Security by renaming and expanding the scope of the Airborne Object Identification and Management Synchronization Group [AOIMSG] to the All-domain Anomaly Resolution Office [AARO], due to the enactment of the National Defense Authorization Act for fiscal 2022, which included a provision to establish an office, in coordination with DNI, with responsibilities that were broader than those originally assigned to the AOIMSG.

Today, USD (I&S) Hon Ronald S.  Moultrie informed the department of the establishment of AARO within the office of the Under Secretary of Defense for Intelligence and Security, and named Dr. Sean M. Kirkpatrick, most recently the Chief Scientist at the Defense Intelligence Agency's Missile and Space Intelligence Center, as the Director of AARO.

Australian Company Has Found Oil, Gas in Zimbabwe

HARARE, Zimbabwe (AP) An Australian-listed company exploring for oil and gas in Zimbabwe said Monday it has found deposits of both as well as helium in the Cabora Bassa Basin in the north of the country.

Invictus Energy said in a statement that results from an analysis of samples from drilling conducted last year confirmed the presence of light oil and rich natural gas-condensate, with condensate gas ratios estimated at between 30 to 135 barrels per million cubic feet.

The results also showed the presence of helium gas in commercial concentrations, the company said.

Helium is used in the production of semi-conductors and liquid crystal display (LCD) panels.

Invictus Energy is planning to drill another exploration well in the same area later this year.

There was no immediate comment from the Zimbabwean government on the find.

It could be years before Zimbabwe starts commercial production of any of the deposits. Neighboring Mozambique only started exporting liquefied natural gas last year after discovering reserves off its coast in 2010.

If youd told me at the start of 2020 that before the middle of the year, the streets of all of the worlds great cities would be empty and billions of people would be locked in their homes, sometimes for months on end, I would have told you that was unthinkable.

But thats the funny thing about unthinkable things. Theyre only unthinkable until unthinkable things happen, then theyre extraordinary, before theyre ordinary.

With that in mind, the notion that the United States of America might collapse under the weight of its own violence is also hard to imagine. Its been the worlds only superpower since the fall of the Soviet Union in 1991. But history tells us at least two things about great empires: They all, eventually, fall; and the rot almost always comes from within.

Over the weekend, there was yet another mass shooting in the US. A man aged in his 30s opened fire outside a shopping mall in the community of Allen, in the northern suburbs of Dallas, Texas. In a matter of minutes, eight people were dead, including at least three children. The shooter, an extremist with ties to right wing hate groups and white supremacy, was killed by police.

Twitter purchased earlier this year in service of free speech by the worlds richest man was soon awash with the blood of those children. Three different videos, all of them unedited, dominated the gore: the first showed the gunman opening fire at the mall; the second, with blood everywhere, zoomed in close on the victims and featured what looked like the brain matter of a small child on the footpath; the third video showed close-up footage of the dead gunmen, shot in the head by police, with a large pool of blood seeping from the back of his skull. More than 48 hours after the slaughter, the videos were still being widely tweeted.

ACT Government delays raising the age to 14, defying advice from Aboriginal, legal and human rights organisations "IndyWatch Feed National"

The ACT Government has been criticised for its failure to raise the age of criminal responsibility to 14 right away, with justice advocates saying the welfare of 12- and 13-year-old children cannot wait until 2025.

The ACT Government has today tabled a Bill that would see the age of criminal responsibility raised from 10 to only 12 years old, in a delayed process to eventually raise the age to 14 in July 2025 with exceptions.

Medical, legal, and human rights experts have been unequivocal in calling for governments to raise the age to at least 14 with no carve-outs. Yet the ACT has flagged that children accused of serious offences will continue to be subject to police investigation including strip-searches, being dragged through courts, and locked in prisons.

By keeping the age of criminal responsibility as low as 12 until 2025 and neglecting to protect all children from a harmful system, Chief Minister Andrew Barr and Attorney-General Shane Rattenbury have failed some of the ACTs most marginalised children. 

Prison has devastating impacts on childrens and young peoples health, development, mental health and wellbeing. Evidence shows that the earlier a child is locked up in jail, the more the child is at risk of being entrenched in the justice system and re-engaging with the system later in life. 

Instead of locking up kids in prison, Chief Minister Barr and the ACT Government must fund community-led solutions which are supported by evidence and keep our children and communities safe.

In the extremely rare instances when a child does something seriously wrong, its because theyve been let down and need our help. We have abundant evidence that locking up children causes ongoing harm for them and their families, and the whole community. The ACT Government is well aware of this evidence. Politicians have no excuse to sacrifice 12 and 13-year-old children for political expediency.

Lets be clear: by failing to raise the age to 14 urgently and without exception, the ACT Government is failing Aboriginal children. Aboriginal kids are over-represented at every stage of the system, from police to court to prison. The ACT imprisons Aboriginal children at 12 times the rate of non-Indigenous children. Its Aboriginal kids and families who will be most harmed by the governments refusal to fully accept the evidence about what works.

Northern sporting groups share in funding "IndyWatch Feed Nsw"

A NUMBER of northern sporting groups have shared $423,000 in financial assistance through Wollongong City Councils Sports Grants Program.

Successful recipients of the grants include Helensburgh Off Road Cycling (shade and seating), Russell Vale Junior Rugby League (drainage works), Helensburgh Thistles (car park fencing replacement), and Northern Districts Cricket (net renewal).

This round of grant funding complements Councils draft Infrastructure and Delivery Program 2023/24-2026/27 which aims to invest over $20 million in sportsgrounds and sporting facilities over the next four years. Thats in addition to the $4.5 million spent per annum on maintaining sportsgrounds.

European action against ISDS in the Energy Charter Treaty needs to be universal "IndyWatch Feed National"

May 9, 2023: An article from Project Syndicate reports that over the past year, France, Spain, the Netherlands, Germany, Poland, Luxembourg, Slovenia, and Denmark have all withdrawn from the Energy Charter Treaty (ECT), or announced their intention to do so. Italy left in 2016.  The ECT includes Investor-State Dispute Settlement ISDS) rules. These allow foreign energy investors to sue national governments for losses caused by policy changes. The  ECT can prevents countries from delivering on their commitment to meet the Paris Agreement targets and can also be used against plans to tax oil and gas companies windfall profits.

Yet while EU member states are leaving the ECT, a growing number of African countries, including The Gambia, Mali, Burkina Faso, Nigeria, Rwanda, Senegal, and Eswatini, have been persuaded to join it. And while EU governments are protecting themselves from being sued through the ECT, developing country governments are being pressured  to put themselves at risk through bilateral investment treaties.

The ECT was set up in the early 1990s and its ISDS provisions were designed to protect western investments in fossil fuel industries in former Soviet-bloc countries. As of June 2022, at least 150 ISDS cases have been brought under the ECT.

Will tonights budget bring gain or pain? "IndyWatch Feed National"

On the eve of the federal budget, a great deal is being made of the expected $15 billion surplus, something that hasnt been seen for 15 years. How can this be when the demands on the governments responsibilities are rising, along with the gap between this and the revenue coming in? More on this later.

The details have not been public yet. But custom has been followed with some telling leaks. so far there are few gains and the promise of a lot of pain.

Even with some small improvements for the parenting payment, and a small increase in the Jobseeker base rate for those over 55, the rising poverty faced by those on social security will not be addressed. They will continue to fall further below the poverty line.

The bigger issue is the matter of the rising cost of living. A $4 billion package over four years is included in this budget. This includes rebates up to $500 for households on government payments, or $9.60 a week, which goes nowhere near covering the recent surge in energy prices. A small improvement in the Pharmaceutical Benefits Scheme will be provided. A change in the dispensing rules will make it possible for pharmacists to sell up to two months worth of certain medications under a single prescription.

Quite simply put, the hospital, that being the Alfred Hospital in Melbourne, that has refused a life saving operation for a mother of two, Vicki Derderian, aged 47 should be sued.

Not only that, but also the persons responsible for this decision should also be charged criminally, never to practice medicine ever again.

The reason that Ms Derderians life is not being saved is stated by the hospital that it is because she has not taken a drug advertised as a COVID-19 vaccine.

Irrespective from which manufacturer, in Australia the drug that many persons have taken is not a vaccine.

For it to be a vaccine the drug must confer immunity, which it does not.

CCS has been slow to take off due to the cost of capture and the limited salability of carbon dioxide as a product. Thirty-nine CCS facilities capture CO2 around the world today, totaling 45 million tons per year, or about one-tenth of one percent (0.1%) of industrial emissions produced globally.

The Environmental Protection Agency is working on a new rule that would set stringent limits on carbon dioxide (CO2) emissions from US power plants. Utilities would be required to retrofit existing plants with carbon capture and storage (CCS) technology or to switch to hydrogen fuel. Others call for the use of CCS to decarbonize heavy industry. But the cost of capture and the amount of CO2 that proponents say needs to be captured crush any ideas about feasibility.

Carbon capture and storage is the process of capturing carbon dioxide from an industrial plant before it enters the atmosphere, transporting it, and storing it for centuries to millennia. Capture may be accomplished by filtering it from combustion exhaust streams. Pipelines are proposed to transport the captured CO2. Underground reservoirs could be used for storage. For the last two decades, advocates have proposed CCS to reduce emissions from coal plants and steel, chemical, and other hard-to-decarbonize industries in order to fight human-caused climate change.

CCS has been slow to take off due to the cost of capture and the limited salability of carbon dioxide as a product. Thirty-nine CCS facilities capture CO2 around the world today, totaling 45 million tons per year, or about one-tenth of one percent (0.1%) of industrial emissions produced globally. Of these, 20 reside in the US or Canada, six in Europe, and five in China. Twenty-four of these facilities use captured CO2 for enhanced oil recovery. It was another very subdued report for building approvals in March, declining slightly further to a seasonally adjusted 12,686 for the month.

Clearly there's a major issue brewing in the largest capital cities as the Aussie population is set to gap upwards by 1 million plus. 

Greater Sydney saw the approvals of just 14,672 houses over the year to March 2023, with the number trending even lower as developers increasingly struggle to make projects work. 

There were a couple of brighter spots in the capital cities.

Across Greater Melbourne, where access to land supply is typically a little friendlier, detached house approvals may now have turned upwards.

Looking ahead, about  of the Build to Rent sector dwelling supply will also go to Melbourne, although this will take time to hit the market. 


In Brisbane there's a desperate shortage of housing, with anything decent under $1 million being snapped up in no time with multiple offers...except, that is, for development sites, which are often languishing without much competition. 

Unit approvals are at least on the rise again in Brisbane, after bottoming out in October 2022.

Steps taken to save our native dingoes "IndyWatch Feed Northcoast"

Byron Shire is home to dozens of dingoes that play a vital role in the health of our native ecosystems, and have a vital place in the creation stories of some of our First Nations people.

But these native animals are too often dismissed as wild dogs and, in some cases, are caught up in trapping and other culling practices that target non-native species.

Now, steps are being taken to walk the fine line between protecting our dingoes without allowing feral dogs and foxes off the hook.

Motion recognising that dingoes are native

Byron Council passed a motion at last weeks meeting, recognising that dingoes are native to the Shire, have an important ecological role, and are worthy of protection and care.

Councillors will hold a dedicated workshop in the coming weeks to explore non-lethal tools and practices to manage dingoes on private property.

The workshop will also explore ways to avoid trapping, baiting, shooting and otherwise killing dingoes whilst still controlling other animals that are pests or are creating environmental damage.

Significance of dingo in creation story

During the public access section of the meeting, Minjungbal descendant, Lionel Currie, spoke of the significance of the dingo in his creation story.

The dingo is a very significant animal for my people, Mr Currie said.

Independent councillor, Sama Balson, who moved the dingo protection motion, described them as a keystone species in the Shire. 

She told the chamber, When we kill and trap dingoes, we are also taking out the apex predator that helps keep down the fox and feral cat population.

Councillor Alan Hunter, also an Independent, said that local farmers needed to be part of the conversation.

I dont think were truly representative here theres not enough representation of the farmers whove had to deal with dingoes for a long time, Cr Hunter said.

Friends of the Koala is excited to have been granted $199,980 from the Australian Government for its Hanging out at East Coraki: koalas thriving in an agricultural landscape, project and to be running the first Community Tree Planting Day on Saturday May 20.

Project Manager, Maria Matthes said the area is being overpopulated. There are so many koalas living in the East Coraki area and there is not enough koala food trees to sustain the local sub-population.

It is an area where Friends of the Koala rescue several koalas with extremely poor body condition, often as a result of not enough quality leaf available.

Weed control in koala habitat

Ms Matthes said the project includes weed control in koala habitat along the river and tree planting koala habitat on several properties, as well as koala habitat assessment, and monitoring of the koalas. Many of the favourite food trees suffered during the drought, and then many of the smaller trees were hammered by the flood.

Magpie Currie passed away peacefully.

Magpie was born into Kuku-yalanji (Cape York) and Minyungbal (Tweed) bloodlines, freshwater and salt water Mother and Father. 

He grew up in both areas, surrounded by extended family, and spiritual and cultural people. Magpie spent his life learning, practising and sharing Culture. 

For decades, Magpie was a Cultural Consultant, artist, Elder and Songman. 

Throughout his life and career, he worked for Minjungbul Museum and Cultural Centre, Currumbin Wildlife Sanctuary and Tjapukai Aboriginal Cultural Park (Cairns).

He collaborated, co-organised events, sung and danced, performed smoking ceremonies and Welcome to Country for community events such as Kinship and Renew Fest, and major festivals such as Bluesfest, Falls Festival and Splendour. 

His daughter, Lillian Currie, was often under his wing.

Boaters: stay off the water today "IndyWatch Feed Northcoast"

With the Bureau of Meteorology issuing wind and hazardous surf warnings for much of the NSW coast today, boaters are asked to play it safe and stay off the water as low pressure system deepens.

Marine Rescue NSW Acting Deputy Commissioner Darren Schott says that boaters planning to cross shallow waters and ocean bars should consider changing or delaying their voyage. Boaters already on the water should carry the appropriate safety equipment and always wear a lifejacket.

Boaters should remember to Log On with Marine Rescue via the Marine rescue app or via their local radio base.

Storm Force wind warnings are in place for the Hunter, Sydney, Illawarra, Batemans and Eden Coasts today with southwesterly winds forecast to reach up to 50 knots (92km/h) offshore.

A Gale Warning is forecast for the Coffs and Macquarie Coasts while strong winds are expected for the Byron Coast and Sydney Enclosed Waters.

The Marine Rescue NSW Acting Deputy Commissioner said hazardous surf is also expected with warnings in place for the Byron, Coffs, Macquarie, Hunter, Sydney, Illawarra, Batemans and Eden Coasts.

Hazardous surf conditions and high winds will be present across the state which creates a higher risk for boaters, said Mr Schott.

ANSWER: The FedNow is the system that will be for CBDC and the elimination of all paper money. However, they will not cancel the dollars in July not just yet. This is why they are rushing 5G before testing to see if the radiation is harmful. This is all about total control and 100% tax collection. They will be able to turn off the ability to buy and sell categories as well as individuals.

I will do a private post on the timing for the end of paper money. That is coming. It is part of their authoritarianism into 2032.

To understand this and its consequences we have to examine the events during the counter-revolution in, and during the dissolution of, the USSR in 1991.

The history of the counter-revolution in the USSR and the break up of the Soviet state is a long and complex one which is difficult to summarise n a short essay such as this. However, we can penetrate through the web of complexity to get to the heart of the issue raised by Ambassador Lu by examining the 1977 Constitution of the USSR for it was, or is, the controlling law governing the situation.
